History and use
These whistles were provided to Air Raid Wardens in Queensland during World War 2. Ellen Mouland (nee Swan) became an Air Raid Warden in her local Air Raid Precautions team (ARP) and her husband, World War 1 veteran Francis Mouland, joined the Volunteer Defence Corps (VDC).
